Scientific Seminar on Industrial Real-Estate Finance and Next-Generation FDI

On the morning of 29/9, at the City Convention and Performance Centre, VietnamFinance and the Vietnam Financial Consulting Association (VFCA), in coordination with HEZA, held a scientific seminar themed “Unlocking industrial-park real-estate finance: Riding the investment wave in a new growth era”.

The Seminar was attended by leaders of central ministries and sectors; Nguyen Thi Bich Dung, Deputy Director of HEZA; Dr Le Minh Nghia, Chairman of VFCA; Hoang Anh Minh, Standing Vice Chairman of VFCA and Editor-in-Chief of VietnamFinance; as well as economic experts and representatives of business associations, financial organisations, banks and industrial-park infrastructure developers.

The Seminar focused on solutions for mobilising resources for industrial-park infrastructure, international investment-flow trends, the need to renew industrial-park models towards modern, green, ecological and sustainable development, and institutional, planning and financial issues requiring further resolution.

Unlocking capital for industrial-park infrastructure development

In his opening remarks, Dr Le Minh Nghia, Chairman of VFCA, emphasised the role of industrial parks and economic zones in industrialisation, modernisation and improving the economy’s competitiveness.

As global supply chains shift, demands on industrial parks are rising. They must offer not only land and incentives but also an integrated production ecosystem covering infrastructure, logistics, technology, the environment and support services.

Because industrial-park infrastructure projects require large investment and have long payback periods, diversifying medium- and long-term capital sources is essential. Alongside bank credit, corporate bonds, infrastructure funds, green finance and public-private partnerships (PPP) were discussed as additional resource channels.

With its advantages in the marine economy, seaports, logistics and foreign-investment attraction, Hai Phong is expanding its development space, gradually completing its infrastructure system and preparing to receive large-scale, high-tech projects.

Hai Phong proactively prepares infrastructure and resources for new capital flows

In her welcome remarks, Nguyen Thi Bich Dung, Deputy Director of HEZA, said industrial parks in the new period must develop in an integrated, modern and ecological direction, better meeting the needs of high-tech and large-scale projects.

Capital is one of the key factors affecting the schedule and effectiveness of industrial-park infrastructure investment. Unlocking and directing appropriate capital flows must go hand in hand with stronger links among state agencies, financial organisations, infrastructure developers and investors.

Hai Phong is focusing on expanding its economic development space, accelerating the establishment of new industrial parks, developing its coastal economic-zone network and strengthening logistics capacity linked to its seaport system.

HEZA will continue accompanying enterprises, proactively identifying their difficulties and obstacles to study, advise and coordinate solutions within its functions, helping improve the investment and business environment and accelerate project implementation.

Welcoming next-generation FDI flows

At the Seminar, Dr Phan Huu Thang, Chairman of the Vietnam Industrial Park Finance Association, analysed new FDI-flow trends amid major changes in global supply chains.

Next-generation FDI is increasingly directed towards high-tech sectors such as semiconductors, artificial intelligence, automation and clean energy. This requires industrial parks to upgrade digital infrastructure, logistics, connectivity and support services, while enabling domestic businesses to participate more deeply in supply chains.

Assessing Hai Phong’s development prospects, Assoc. Prof. Dr Tran Dinh Thien, former Director of the Vietnam Institute of Economics, said the city has more room for growth thanks to its expanded economic space and the advantages of Lach Huyen deep-water port, the Lao Cai – Hanoi – Hai Phong railway and its coastal economic space.

According to experts, aligning institutional completion, site clearance, infrastructure investment, clean-energy connections and disbursement schedules will be important for improving the ability to meet investor requirements.

Introducing the development orientation for the Hai Phong Free Trade Zone

As part of the Seminar, HEZA representatives introduced the planning orientation and special mechanisms and policies for the Hai Phong City Free Trade Zone, covering approximately 6.292 ha.

The Free Trade Zone is oriented towards becoming a new space for trade, logistics, production and high-value-added services, strengthening Hai Phong’s links with global supply chains and international trade networks.

The formation of the Free Trade Zone is expected to leverage Hai Phong’s geo-economic location, seaports, logistics and industry, creating additional momentum to attract new investment flows.

Discussing solutions to complete the financial ecosystem

Moderated by Dr Vo Tri Thanh, two roundtable sessions focused on completing the legal framework, removing bottlenecks in planning and project implementation, developing social housing alongside industrial parks, diversifying financial instruments and mobilising resources for infrastructure.

Delegates also discussed the need to transform industrial parks towards ecological and sustainable development and meet environmental, social and governance (ESG) standards.

In his closing remarks, Hoang Anh Minh, Standing Vice Chairman of VFCA and Editor-in-Chief of VietnamFinance, said the Seminar’s opinions, proposals and initiatives would be compiled into a policy-recommendation report for competent central agencies and Hai Phong City.

The Seminar provided a forum for regulators, experts, financial organisations and the business community to discuss resource mobilisation, policy improvement and modern, green and sustainable industrial-park infrastructure, helping strengthen investment attraction and prepare Hai Phong to receive next-generation FDI.
