Introduction
Hai Phong is an Industrial – Commercial – Tourism city with the oldest and largest seaport in Northern Vietnam, equipped with convenient road, river, and air transport systems facilitating freight exchange and economic ties domestically and internationally.

From the very first days of the nation’s Doi Moi renovation era, the City Party Committee, People’s Council, and People’s Committee of Hai Phong City identified comparative advantages and development trends of integration and opening up, affirming that attracting foreign direct investment (FDI) is one of the pivotal solutions to promote socio-economic growth and realize the city’s industrialization and modernization. Consequently, focused guidance was directed toward planning, construction, and development of export processing zones, industrial parks, and economic zones to form clean land reserves with favorable conditions and environments for manufacturing and business operations, driving a breakthrough in investment attraction.
