Accordingly, the city’s socio-economic situation has continued to maintain positive growth momentum. Hai Phong’s GRDP for the first 9 months of 2026 is estimated to have grown by 12.08% over the same period last year, the highest growth in the past 6 years and the third highest nationwide. This result lays an important foundation for the city to continue striving to achieve its 2026 growth target.

Focusing on removing obstacles and accelerating the progress of industrial parks

In the fourth quarter, the Authority identified accelerating the development of industrial parks, site clearance and investment projects as one of its key tasks.

Currently, 27 industrial parks are under construction, of which 10 industrial parks still face obstacles in site clearance. The Head of the Authority requested the relevant units to continue reviewing and clearly identifying each difficulty and obstacle so as to focus on resolving them and facilitate faster project progress.

For the 105 secondary projects, it is necessary to continue monitoring, urging and supporting investors in removing difficulties and speeding up implementation. Urban area projects that are behind schedule, including the Kinh Bac project, also need to be reviewed and addressed.

Regarding social housing and worker housing projects, Mr. Pham Van Thep requested the units to focus on accelerating progress, both to meet workers’ housing needs and to create additional momentum contributing to the city’s overall growth.

Strengthening enterprise support and striving to meet revenue targets

Regarding revenue tasks, the Authority needs to step up support for enterprises and proactively keep track of their production and business activities in order to promptly remove difficulties and enable enterprises to fulfil their plans.

In particular, focus should be placed on supporting 167 enterprises with revenue of over VND 1,000 billion, reviewing the difficulties and obstacles affecting their production and business activities and proposing appropriate solutions.

At the same time, the Authority needs to review its targets and develop growth plans and scenarios for 2027, proactively preparing from the last months of 2026.

Continuing to promote FDI attraction and implementing the Free Trade Zone

Regarding foreign investment attraction, the Head of the Authority assessed the 2026 FDI attraction target as feasible, while requesting departments and units to continue focusing on their assigned tasks, strengthening support for investors and removing difficulties during project implementation.

In October, departments and units were requested to proactively draw up their 2027 work plans and to focus on implementing tasks related to the Free Trade Zone.

In addition, the Authority is preparing the conditions to deploy a special task force once the relevant Decree is issued. The city’s orientation is not to establish a separate organisation but to focus on implementation under an appropriate mechanism.

For the Dong Hai area, the city is studying the formation of a special economic zone with a broader scope of management, requiring the Authority to proactively research and prepare the related contents.

Urgently finalising key schemes

One of the tasks emphasised by the Head of the Authority is accelerating the development of important schemes.

Specifically, the Eco-Industrial Park Scheme is expected to be completed in December 2026; the Free Trade Zone Operation Scheme, under the task assigned by the Ministry, is targeted for submission in November 2026.

The Authority will also continue reviewing all related procedures and finalising the contents for submission to the City People’s Council for consideration and promulgation within its competence.

Raising the sense of responsibility and determination to achieve growth targets

In his concluding remarks, Mr. Pham Van Thep emphasised the role of the Authority in achieving the city’s economic development goals. Accordingly, about 55% of the city’s growth is contributed by sectors under the Authority’s remit, placing high demands on management, enterprise support, investment attraction and the development of industrial parks and economic zones.

The Head of the Authority requested all officials, civil servants, public employees and workers to continue raising their sense of responsibility and to be proactive and resolute in performing their duties; to give top priority to the tasks assigned by the City; and to promptly remove difficulties and obstacles for enterprises and investors.

In this spirit, the Hai Phong Economic Zone Authority strives to successfully complete its fourth-quarter tasks, joining the city in achieving the target of 13% GRDP growth in 2026 and laying the foundation for implementing socio-economic development tasks in 2027./.
