Conference Announcing the Prime Minister’s Economic Zone Decisions and Launching the Hai Phong Free Trade Zone: Creating a New Growth Space

On July 30, 2026, the Hai Phong City People’s Committee held a conference to announce the Prime Minister’s decisions on the Economic Zone and launch the Hai Phong Free Trade Zone, under the theme “Creating a new growth space”.

This is an event of particular importance, marking a new stage in the strategy to build Hai Phong into a regional centre of economy, logistics and innovation. The conference also helps promote the city’s investment environment, attract multinational corporations and strategic investors to its industrial parks and economic zones, particularly the Hai Phong Free Trade Zone, and target high-quality FDI flows with technology spillovers and links to domestic enterprises in the spirit of Politburo Resolution No. 10-NQ/TW on developing an economy with foreign investment.

The Conference was attended by Comrade Le Tien Chau, Member of the Party Central Committee and Deputy Prime Minister; Comrade Le Ngoc Chau, Member of the Party Central Committee, Secretary of the Hai Phong City Party Committee and Head of the Hai Phong National Assembly Delegation; leaders of central ministries and sectors, city departments and local authorities; representatives of diplomatic missions, international organisations, the business community, investors and press agencies.

Alongside the main programme, the Conference featured side activities to introduce Hai Phong’s potential, advantages and investment environment. Delegates visited an exhibition area featuring prominent enterprises operating in infrastructure, seaports, high-tech manufacturing and the circular economy. They also explored a digital map presenting the system of industrial parks, economic zones and the Free Trade Zone, providing a visual overview of the city’s development-space planning and investment attraction strategy.

At the conference, the city announced Decision No. 288/QĐ-TTg dated 12/02/2026 of the Prime Minister on establishing the Hai Phong Special Economic Zone, covering 5.300 ha in the western part of the city. The zone is oriented towards developing high-tech industries and services such as artificial intelligence, robotics, big data, chemicals and research and development (R&D), creating new momentum for investment in science, technology and innovation.

Alongside this, Decision No. 431/QĐ-TTg dated 14/3/2026 approving the master plan for the Southern Hai Phong Coastal Economic Zone through 2050 was also announced. Covering approximately 20.000 ha, the zone is oriented towards becoming the city’s primary economic growth engine and the Red River Delta’s marine economic centre, following a green-growth and circular-economy model focused on high-tech industry, modern urban development, seaports and logistics.

Under the plan, the Southern Coastal Economic Zone comprises 06 functional sub-zones, with Sub-zone 01 – Free Trade Zone as the development core covering approximately 2.923 ha. Together with the Lach Huyen port area and Nam Dinh Vu Industrial Park, the Hai Phong Free Trade Zone covers a total of 6.292 ha and is being developed as an integrated model combining production zones, seaports, logistics, trade and services, and research and innovation centres. The area prioritises investment in semiconductors, information technology, automation, high-tech supporting industries and digital infrastructure, while applying special mechanisms and policies to shorten project implementation time and improve competitiveness.

Deputy Prime Minister Le Tien Chau emphasised that announcing the decisions on the Economic Zone and launching the Hai Phong Free Trade Zone marks the opening of a new development phase for the city and demonstrates the Government’s commitment to accompanying businesses and investors. Against a backdrop of major global economic volatility and Vietnam’s implementation of a new development model under Central-level resolutions, Hai Phong has been identified as a pioneer locality thanks to its strategic location, seaport and logistics systems, industrial foundation, and special mechanisms and policies.

The Deputy Prime Minister outlined three dynamic development spaces: the Dinh Vu – Cat Hai Economic Zone, the Southern Coastal Economic Zone and the Hai Phong Special Economic Zone, with the Hai Phong Free Trade Zone serving as an institutional lever and connecting them into a unified development ecosystem. To realise this goal, he asked the city to focus on six key tasks: building a coordinated development strategy for the economic zones; prioritising investment in key infrastructure; operating the Free Trade Zone to international standards under a “one-stop” mechanism; selectively attracting investment to high-tech industries and strategic sectors; pursuing green and sustainable growth; and strengthening regional linkages to improve competitiveness.

The Deputy Prime Minister also asked ministries and sectors to promptly complete the legal framework and facilitate investment activities, while calling on the business community to honour its commitments on capital, schedule, technology and the environment. The Government pledged to continue improving institutions, ensuring a stable and transparent investment environment, and protecting investors’ lawful rights and interests. Concluding his remarks, the Deputy Prime Minister called on domestic and foreign investors to choose Hai Phong as a strategic destination, expressing his confidence that the city’s economic zones and Free Trade Zone will become models for economic-space development and institutional innovation, creating fast and sustainable growth momentum for the country.

A major highlight of the Conference was the official ceremony to launch the Hai Phong Free Trade Zone, opening a new development space for the city and the region.

The Conference presented newly issued and adjusted investment registration certificates, including increased capital, to 13 projects with total investment of approximately 2,6 billion US dollars, including 04 new industrial park projects: Tien Lang 02, Trung Lap (phase 01), An Hoa and Gia Loc 03; 09 secondary projects in industrial parks receiving new certificates or increased capital; and 02 memoranda of understanding with investors expected to study and invest in industrial park infrastructure, with expected total investment of 540 million US dollars. The total investment of the projects receiving investment registration certificates and memoranda of understanding at the Conference reached approximately 3,2 billion US dollars.

Of particular note is the second project of LG Innotek Vietnam Co., Ltd. at Nam Dinh Vu Industrial Park (zone 2). After 10 years of success at Trang Due Industrial Park, LG Innotek has reaffirmed its long-term commitment with a mega-project worth 1 billion US dollars in the Hai Phong City Free Trade Zone. The presence of LG Innotek’s semiconductor chip manufacturing plant in the Free Trade Zone not only confirms the company’s pioneering position but also elevates Hai Phong’s high-tech ecosystem to a new level.

According to the City People’s Committee, in the first 7 months of 2026, total foreign investment attracted across the city (through July 22, 2026) was estimated at approximately 3,26 billion USD, up 71,8% year on year (the first 07 months of 2025: 1,9 billion US dollars). Of this, investment in industrial parks and economic zones was estimated at 2,94 billion USD (accounting for 90% of the city’s total foreign investment); investment outside industrial parks and economic zones reached 325,13 million USD.

As of July 2026, the city was expected to have 1.868 active FDI projects from 41 countries and territories, with effective registered capital of approximately 54 billion USD, including 807 projects outside the zones with effective registered capital of approximately 8,2 billion USD; and 1.062 projects inside the zones with effective registered capital of approximately 45 billion USD.

Announcing the decisions on the economic zones, launching the Hai Phong Free Trade Zone and presenting investment certificates and memoranda of understanding not only confirms the attractiveness of the city’s investment environment, but also creates an important foundation for Hai Phong to make a breakthrough in its new development phase and become a leading growth pole, logistics centre and high-tech industrial hub of the country.
