Hai Phong to Break Ground on Worker Accommodation Project at Expanded Dai An Industrial Park on June 26

This information was provided by Hai Phong City at the June 2026 regular information-provision and press briefing conference held on the afternoon of June 24.

June 2026 press briefing conference

At the conference, representatives of the relevant authorities provided important information about the city’s upcoming strategic events, focusing on preparations for the conference announcing the Prime Minister’s decisions on the Specialized Economic Zone, the Southern Hai Phong Coastal Economic Zone, the launch of the Hai Phong Free Trade Zone and the groundbreaking ceremony for the project investment and construction of the service functional area at the expanded Dai An Industrial Park. These are pioneering economic models that affirm the strategic vision and breakthrough innovative thinking of the Party Central Committee for Hai Phong. Press agencies were directed to provide broad and in-depth coverage of the scope, boundaries, development roadmap, superior special mechanisms and policies, and regional significance of these coastal economic zones in connecting with global supply chains.

In particular, the conference devoted substantial time to information on the results of social housing development in the city and the implementation of Notice No. 425-TB/TU dated June 11, 2026, issued by the Standing Committee of the Municipal Party Committee to concretize the Prime Minister’s conclusion on developing rental housing in Hai Phong and several neighbouring provinces.

The groundbreaking ceremony for the service functional area project at the expanded Dai An Industrial Park represents a serious, proactive and determined action to concretize the directions of General Secretary and State President To Lam and Prime Minister Le Minh Hung on the strategy for developing social housing. In particular, it implements the model of rental housing for workers through concrete results in reviewing planning, arranging land funds and developing support policies.

The project carries a profound humanitarian message: “Economic development must go hand in hand with social progress and justice.” It seeks to ensure that workers are not left behind during industrialization and to create a sustainable environment where people can settle down and build their livelihoods, attracting and retaining high-quality human resources for the city’s major economic zones.

Luong Thanh Phong, Deputy Director of Dai An Industrial Park Infrastructure Development One Member Company Limited, said that the worker and expert accommodation project is being invested in by Dai An Industrial Park Infrastructure Development One Member Company Limited at the expanded Dai An Industrial Park in Tu Minh Ward. The project has total investment capital of approximately VND 1,100 billion and will be implemented on an area of 4.28 ha. It comprises 7 ten-storey accommodation buildings providing 1,074 rooms for workers and experts to rent, together with modern commercial and service facilities. The project is expected to be completed and put into operation by the fourth quarter of 2027, with each independent construction item brought into use in phases. It will provide modern and convenient accommodation for thousands of workers and create a model worthy of replication in Hai Phong.

The project is being implemented to concretize the Party and State’s policies on social housing development, particularly the Prime Minister’s direction to complete the target of building at least 1 million social housing units during the 2021–2030 period.

It also implements the central government’s orientations and directions on developing housing for workers in the context of Hai Phong continuing to attract strong investment flows into its industrial parks and economic zones.

In recent years, along with the rapid development of industrial parks, the number of workers, employees and experts coming to work in Hai Phong has continued to increase. However, housing demand, particularly for accommodation facilities that ensure living conditions, remains a matter of concern for the local authorities.

The service functional area project at the expanded Dai An Industrial Park is expected to add rental housing for workers, employees and experts working in industrial parks. It will help improve workers’ quality of life, ensure social welfare and enable workers to remain committed to their enterprises over the long term.

Beyond meeting housing needs, the project is also expected to lay the foundation for a modern industrial park development model that integrates production infrastructure with social infrastructure. Developing concentrated accommodation areas will contribute to building a convenient, safe and civilized living, residential and working environment for workers and experts.

Dai An Industrial Park

At present, 2 worker accommodation projects in the city’s industrial parks and economic zones have become operational: the LG Display Worker Dormitory project, providing 556 rooms, and the employee housing project of Pegatron Vietnam Company Limited, providing 784 rooms. One accommodation project has begun construction: the Laguna Heyner Worker Accommodation Project, which will provide 2,850 rooms.

The above projects, together with the project scheduled to break ground on June 26, are only the beginning. During the 2026–2030 period, Hai Phong City has selected investors and is expected to commence 27 projects with approximately 37,698 apartments. This demonstrates the determination of Hai Phong’s leadership, the attention of the central government and the partnership of businesses in developing rental housing in the city. In particular, the model of worker accommodation for rent in industrial parks will be promoted in the new period.

Alongside the accelerated development of transport, industrial and digital infrastructure, high-quality human resources and the workforce are the most important foundation and one of the key strategies for attracting high-tech investors and multinational corporations. They will help turn the city into a regional-scale centre of economy, industry, logistics services and modern seaports, and an important growth pole of the country in the new era of development.

At present, 48 industrial parks have been established in the city, with a total area of 13,722 ha. The total number of workers employed in industrial parks and economic zones exceeds 360,000. Among them, approximately 40%, or more than 140,000 migrant workers, need housing; about 55% of this group, or more than 78,000 people, need worker accommodation.
Since 2021, Hai Phong City has urgently implemented investment and construction of 29 social housing projects for workers and other groups eligible to purchase social housing under the regulations, with a total scale of approximately 34,400 apartments.
