On the afternoon of 30/9, HEZA held a roundtable on “Solutions to attract and develop a sustainable workforce in the city’s industrial parks and economic zones for 2026 – 2030”. Deputy Director Nguyen Thi Thuy Hang chaired the roundtable.

The roundtable was attended by leaders of several city departments and agencies and nearly 100 enterprises operating in the eastern area of the city.

Strong workforce demand and an urgent need for sustainable solutions
According to HEZA’s survey of enterprises’ labour recruitment needs, businesses in industrial parks and economic zones will need to recruit more than 120.000 workers in 2026. During 2026 – 2030, total demand is expected to reach approximately 400.000 workers, concentrated mainly in electronics, mechanical manufacturing, supporting industries, textiles and garments, and footwear.

Meanwhile, the local workforce does not yet fully meet enterprises’ needs for expanding production and business. Recruiting workers from other provinces and seasonal labour, together with competition for human resources among localities, requires coordinated and long-term solutions to attract and retain workers.
Enterprises propose solutions to attract and retain workers
At the roundtable, enterprise representatives discussed recruitment needs and difficulties in attracting, using and retaining human resources, while proposing solutions to support businesses in the coming period.
The discussion focused on strengthening labour-demand surveys and forecasts, improving labour supply-demand matching, building a shared labour database in the Economic Zone, and providing practical solutions to help enterprises recruit and use workers in a stable and sustainable manner.
To improve their appeal and ability to retain workers, enterprises proposed that the city develop social housing, rental housing and dormitories at prices suited to workers’ incomes in industrial parks and economic zones; prioritise land for childcare facilities during industrial park development; and improve public transport connections to industrial parks.
Businesses also recommended stronger communications and promotion of Hai Phong as a dynamic city with a favourable living and working environment and abundant employment and development opportunities, thereby attracting workers from other localities.
Enterprises also asked HEZA and the City Confederation of Labour to organise training programmes to improve labour-management skills for business managers, while strengthening cultural, artistic and sports activities to enhance workers’ spiritual well-being.
Strengthening coordination and accompanying enterprises
At the roundtable, representatives of city departments and agencies provided information and answered enterprise recommendations concerning social and rental housing, bus routes connecting industrial parks, temporary residence registration and social insurance procedures for workers from other provinces.

Through the roundtable, HEZA continued to identify enterprises’ practical needs, difficulties and obstacles in recruitment and workforce development, while strengthening coordination with departments, agencies and businesses to study and propose appropriate solutions.

This provides an important foundation for gradually building a stable, high-quality workforce that meets production and business development needs, helping improve the performance of industrial parks and economic zones and promote Hai Phong’s socio-economic development during 2026 – 2030.
