Chairman Le Ngoc Chau inspects progress of key works and projects

On November 1, Chairman of the Hai Phong City People’s Committee Le Ngoc Chau conducted an on-site inspection of preparations for the groundbreaking ceremony of Hai Duong South Station (part of the Lao Cai–Hanoi–Hai Phong high-speed railway project); the bypass of National Highway 37 through Gia Loc Town (the section connecting Thong Nhat Bridge and National Highway 37 with Ring Road I); the Martyrs’ Temple and Cultural Park; the project to build the Thai Binh River bridge and approach roads on Hai Duong City’s Ring Road I (the section from Provincial Road 391 to Provincial Road 390C); and the project to upgrade and expand Provincial Road 391 from the former Hai Duong City to the East–West arterial road.

He was accompanied by Vice Chairman of the City People’s Committee Tran Van Quan; leaders of relevant departments and sectors, local authorities and representatives of the investors.

Chairman Le Ngoc Chau and the delegation directly surveyed the project locations, heard reports from investors, departments, sectors, localities and contractors on implementation progress and site clearance, and considered recommendations and solutions to accelerate the works and projects.

Chairman Le Ngoc Chau inspects preparations for the groundbreaking ceremony of Hai Duong South Station under the Lao Cai–Hanoi–Hai Phong high-speed railway project.

*Concluding the inspection of preparations for the Hai Duong South Station groundbreaking ceremony, Chairman Le Ngoc Chau emphasized that this is a national key project. Once completed, it will help complete the city’s transport network and ensure effective connections with domestic and international railway routes. The project is expected to create an important impetus for the city’s economic and social growth and development. Hai Duong South Station is one of the locations selected for the project’s groundbreaking ceremony, scheduled for December 19.*

The Chairman asked the Party committees and authorities of Gia Loc and Yet Kieu communes to intensify communication and mobilize residents to hand over land, striving to complete site clearance no later than November 15. He also asked the investor to urgently select a suitable ceremony location and coordinate with the event organizer to develop a specific plan and script, ensuring a solemn, impressive and safe ceremony.

*The bypass of National Highway 37 through Gia Loc Town, connecting Thong Nhat Bridge and National Highway 37 with Ring Road I, is 5.42 km long and passes through Gia Loc Commune and Thach Khoi Ward. Its total investment is VND 612.1 billion. Construction began in August 2025 and is expected to be completed in December 2025. However, because the locality was slow to implement the resettlement project, site clearance remains difficult and involves 81 households with residential land in Gia Loc Commune.*

To ensure implementation progress, Chairman Le Ngoc Chau asked Gia Loc Commune to seriously learn from experience, especially for projects involving resettlement, where site clearance must “go one step ahead”. He also asked the Gia Loc Commune Party Committee and authorities to soon develop a thematic resolution on solutions to accelerate site clearance, meeting the requirements for works and projects in the area in the coming period.

The Chairman assigned the Departments of Agriculture and Environment, Construction, and Finance to urgently guide and support Gia Loc Commune in completing the procedures for the resettlement project, ensuring completion before November 10. Gia Loc Commune must focus intensively on site clearance and strive to complete it in November 2025. The investor must direct the contractor to mobilize maximum personnel, equipment and materials to accelerate construction and strive to open the road before the 2026 Lunar New Year.

*The investment and construction project for the Martyrs’ Temple and Cultural Park in Tan Hung Ward covers approximately 2.5 hectares and has total investment of VND 200 billion. It still faces site-clearance obstacles because two graves and one household with agricultural land have not yet been relocated.*

After the inspection, Chairman Le Ngoc Chau asked the investor to closely coordinate with Tan Hung Ward and focus on communication and mobilization to complete site clearance before the 2026 Lunar New Year. The investor must urgently select a contractor for the construction package to commence construction in December, and direct the contractor and supervision consultant to proactively prepare supplies and materials and ensure construction meets the schedule, quality, technical standards, labor safety and environmental sanitation requirements.

*The project to build the Thai Binh River bridge and approach roads on the former Hai Duong City’s Ring Road I, from Provincial Road 391 to Provincial Road 390C, is 2.47 km long. It includes a 663.6 m-long, 22.5 m-wide bridge with four motor-vehicle lanes and two mixed-traffic lanes. The road section is a Class III road with a 12 m roadbed, an 11 m carriageway and a design speed of 80 km/h. Total investment is VND 1,228.2 billion; construction began on August 19, 2025, and the implementation period is 2024–2027.*

The project currently faces site-clearance obstacles in Tan Hung and Nam Dong wards and difficulties related to relocating electrical facilities. The Chairman assigned the West Hai Phong Construction Investment Project Management Board to coordinate with the Departments of Agriculture and Environment, Industry and Trade, Construction and Finance and Hai Phong Power One Member Co., Ltd. to urgently complete the dossier and handling plan before November 10, ensuring the facilities are relocated and the site handed over for construction soon.

The authorities of Tan Hung and Nam Dong wards must strengthen communication and mobilize households with affected land to hand over the site in November 2025. During implementation, they must maximize the legitimate interests of affected residents and act in a synchronized, consistent manner in accordance with regulations.

The Thai Binh River bridge project is an architectural competition project. Therefore, the contractor must assign capable and experienced technical staff who have worked on projects of similar scale. Maximum machinery, equipment and labor must be mobilized and sufficient supplies and materials arranged to strive to complete the project before the 2027 Lunar New Year. During construction, quality, technical and aesthetic standards, labor safety, waterway transport safety and environmental sanitation must be ensured.

*The project to upgrade and expand Provincial Road 391 from the former Hai Duong City to the East–West arterial road is 13.8 km long, with total investment of VND 1,392.6 billion. The route passes through Tan Hung Ward and Dai Son, Tan Ky, Tu Ky, Chi Minh and Lac Phuong communes. The project currently faces site-clearance obstacles in Tan Hung Ward and Chi Minh, Dai Son and Lac Phuong communes.*

After inspecting construction progress, Chairman Le Ngoc Chau asked Tan Hung Ward to complete site clearance for 37 households with residential land; Chi Minh Commune to review and approve the land origins of 63 households; Lac Phuong Commune to review and approve the land origins of 18 households; and Dai Son Commune to intensify communication and mobilization of households with land within the project corridor. The goal is to complete all site clearance before November 15, 2025, and hand the site over to the investor and contractor. The Chairman emphasized that policies related to site clearance must be implemented synchronously and consistently among localities and in accordance with regulations.

This is a vital transport route for the area. After receiving the site, the contractor must develop a scientific construction plan and mobilize maximum machinery, equipment, labor and materials to accelerate progress. During construction, it must coordinate closely with local authorities and police to organize traffic flows and ensure traffic safety and environmental sanitation along the route. A reasonable construction method must also be calculated to shorten the completion schedule as much as possible.
